- Decision: reject (false-positive — conflicts with existing convention)
- Rationale: Established ADR convention in
docs/adr/uses uppercasePR-prefix across 22 sibling files (PR-982 through PR-1292). Renaming only this file would create inconsistency. Same rationale as PR-1026 line 51-56. If we ever switch the whole directory to lowercase, that should be a single sweep, not a piecemeal change on individual PRs.
